ChiaYi City Water Pollution Prevention Project is divided into the following categories: water quality monitoring and analysis, permit review and data compilation, controlling and inspection of water pollution sources, discovery of illegal discharging pipes and the organization of river patrolling team. Project period is from March 18th, 2013 to Dec. 16th, 2013, the following is the project abstract. One. Water Pollution Sources Permit Review and Control 415 permits were complied; among them, 253 were inspection and wastewater sampling cases, 44 were permit applications cases, 46 were permit issuing cases, and 4 were water pollution control plan application cases. Two. Controlling and Inspection of Industrial Units and Public Sewage Systems 203 industrial units were inspected with 50 of them the wastewater being sampled and analyzed. The results indicated that 4 cases do not meet the water quality standards. Three. Discovery of Illegal Discharging Pipes 3 illegal discharging pipes were discovered and removed in accordance to the article 16 of Water Pollution Act - a public announce shall be made for one week following the discovery of any illegal discharging pipes, the authority has the right to remove the pipes after the aforementioned one week. Four. Operational Assessment of Wastewater Treatment Facilities Operational assessment of wastewater treatment facility was performed at May 31st, on one industrial unit following its violation of the Water Pollution Act. The followup assessment was also performed at Sept. 5th. Five. Organization of River Patrolling Teams 5 river patrolling teams, 71 members in total, were organized, with each team in charge of corresponding areas. 2 river cleanups were organized at May 25th and Sept. 8th, with 47 and 100 participants respectively. 262 kilo of garbage was collected at that two events. Six. Other Matter Deemed Relevant by the Authority 1.Water Pollution Prevention Information Sessions One water pollution prevention information session was organized at Taiwan Petro Sales Center, at March 29th and Nove 12th, with 193 participants. 2.Water Pollutions Remediation Task Force Meeting Relevant government units, experts and scholars were invited to participate the water pollution remediation task force meetings, which took place at May 2nd, July 8th, Oct. 11th and Dec. 13th. Several issues were discussed with relevant responding units to create a more pleasant ecological and entertainment park at Cheng Nan district. 3.Water Quality Monitoring and Pollution Estimate Monthly water quality monitorings were carried out at NiouChou River, BaZhang River, at Chia Yi City. There are 19 monitoring sites with the monthly quality results available for the estimation of river water quality. 4.Satellite Positioning Information Integration System for ChiaYi City Water Pollution Sources All water pollution sources and river water sampling data were complied into Google Earth software since 2008. The data was continuously updated this year. This system can facilitate Chiai EPB to better control its water pollution sources, and increase the handling efficiency of any urgent pollution petition cases.
